Position Overview

The VRFA is a public service fire department serving community members with a high level of care and professionalism.

This is a non-represented, exempt, full-time position.

Under the direction of the Human Resource Director this position provides professional human resource support in assigned areas of focus including civil service testing and recruitment.  This position will also perform technical and confidential human resource work in support of the day to day operations of human resources.

Responsibilities include the following:

  • Serve as the Civil Service Examiner Pro-Tem for the VRFA. Responsible for managing the civil service recruitment process including procurement of testing vendors and/or development of testing materials.
  • Serve as Civil Service Examiner Pro-Tem for the Civil Service Commission, to include development of meeting agenda items; compose meeting minutes; coordinate meeting notices and announcements to the public as needed; knowledge of and adherence to Civil Service and RCW rules; attends monthly Civil Service Commission meeting.
  • Maintain eligibility lists and overall civil service rules to include policies and procedures.
  • May lead and facilitate promotional exam processes to include coordination of development committees, scheduling, test content development, oral boards and scoring criteria for specialist testing processes and promotional assessment centers.
  • Correspondence with applicants regarding civil service process, rules, appeals, and procedures.
  • May review employment applications against established criteria to identify qualified applicants; implement processes for necessary testing and interviews and may participate in the interview process.
  • May perform confidential reference and background checks for potential new VRFA employees and assist with new employee orientation processes.
  • Participate in community engagement recruitment by attending recruiting events and job fairs, networking, etc., and candidate pipeline building.
  • Assist with internal coordination, communication, and supplies related to recruitment events.
  • Assist with coordinating online training, workshops and classes, scheduling trainers and venues, and tracking attendance.
  • Compose correspondence, prepare analysis and narrative reports to be distributed throughout the organization.
  • Maintain a variety of complex and confidential records. Assist with filing and record retention per required guidelines.
  • Maintain personnel files, SharePoint, HRIS system and computer files.
  • Assist in the review, development and modification of policies, guidelines, procedures, systems, and documentation, as appropriate to the development of best practices within the Fire Authority.
  • Develop and recommend organizational processes to improve efficiency and workflow within and between departments.
  • Maintains compliance with Federal, State and Local laws, regulations, rules, and contemporary standards.
  • Conducts special projects or research as needed to study or resolve human resources related issues.
  • Perform various clerical and office support duties. Provide backup to related positions, as needed.
  • Perform other duties as assigned.
