Board of Governance
The VRFA's nine-member Board of Governance is comprised of the Mayors and two City Council members from each of the participating cities.

The Honorable David Hill, Chairman of the Board, is Mayor of the City of Algona. He has been a resident of Algona for over 13 years, having moved his accounting and tax business there in the fall of 1997. Mayor Hill's wife, Susan, teaches mathematics at Auburn High School, and they have a daughter and two grandchildren. Prior to serving on Algona's City Council, Mayor Hill had been actively involved in local issues for many years. Mayor Hill serves on the VRFA's Emergency Management Committee. |

The Honorable Lynda Osborn, City Councilmember from Algona, and her husband of 51 years, Jim, have lived in Algona for over 45 years. They have two daughters, six grandchildren and one great granddaughter. Lynda is retired from Bank of America. She was Algona's treasurer for 9½ years and previously served as an Algona City Council member for two terms. Lynda serves as the Vice-Chair of the VRFA's Finance Committee. |

The Honorable Pete Lewis, Vice-Chairman of the Board, became Mayor of Auburn in January of 2002 after having served as a City Councilmember since 1998. He is currently serving in his second term as Mayor of Auburn. Currently, Mayor Lewis serves as a Board Member for the Suburban Cities Association (SCA), Past Chair of the Public Issues Committee of SCA, Past Chair and member of the Green River Valley Flood Control District, Past Chair and member of the South County Area Transportation Board, Vice Chair of the King County Regional Policy Committee, Past Chair and member of the South King County Human Services Forum, Pierce County Cities and Towns Forum, member of the Valley Cities Association and Vice Chair of the Puget Sound Regional Council Economic Development District Board. Mayor Lewis serves on the VRFA's Emergency Management Committee. |

The Honorable Nancy (Karr) Backus joined the VRFA Board of Governance in January 2010. She was first appointed to the Auburn City Council on July 7, 2003, elected to serve in 2004, and re-elected 2006 and 2010 to four year terms. Backus serves as Vice Chair of Planning and Community Development and is Chair of the Finance Committee. In addition, Nancy has served on King County Growth Management Planning Council and has been on the National League of Cities (NLC) Finance, Administration and Intergovernmental Relations (FAIR) Policy Committee for the last 3 years.
She has served the Auburn community and citizens for the past 29 years as President of the Miss Auburn Scholarship Program, fundraiser for several local organizations and is the Co-President of the Washington Elementary School PTA. She has also been president and treasurer of the Washington State Association of Local Miss America Programs, and a member of the Auburn King County Library System Board. Backus also volunteers in her daughter’s elementary school classroom whenever time permits.
She received the Soroptimist International of Auburn “Women Helping Women” award in 2002.
She is a proud 2007 graduate of the Leadership Institute of South Puget Sound and also a recent graduate of the Dale Carnegie Leadership Advantage course where she was selected by her fellow students to receive “The Human Principles in Action” award.
Nancy received her Associate of Arts degree from Green River Community College, and has a Bachelor of Science degree in Accounting. She is a 19-year employee of The Boeing Company and is a financial accounting manager for the company’s Commercial Airplane Group.

The Honorable Rich Wagner has served on the Auburn City Council since 1990. Wagner is Chairman of Auburn's Public Works Committee and a member of the City's Planning and Community Development Committee. In addition, he serves on the Metropolitan Solid Waste Management Advisory Committee (MSWMAC), the Regional Access Mobility Partnership (RAMP) and the Puyallup River Watershed Forum. Councilmember Wagner serves as the Chair of the VRFA's Finance Committee. |

The Honorable Rich Hildreth, has served as Mayor of the City of Pacific since 2004 and serves on the VRFA's Emergency Management Committee. A commercial electrician by trade, Mayor Hildreth can often be seen working as a volunteer around our region. As Mayor, he has made Public Safety and Emergency Management a priority and was appointed by Governor Gregoire to represent all cities on the State Emergency Management Council. |
