Administration

The VRFA is under the leadership of Fire Chief / Administrator Brent Swearingen.  Chief Swearingen was appointed by the Board of Governance effective January 1, 2019 and oversees the day-to-day activities of the VRFA, ensuring the efficient and economic administration of the Authority.    Brent joined the Fire Authority in January of 2012 after a successful 27-year career in the Reno, Nevada Fire Department. He previously served 15 years as a chief officer and his last assignment was as Division Chief of Operations and Administration. While in Reno, Brent served as a hazardous materials technician, technical rescue specialist, EMT-Intermediate, and training specialist. He has taught firefighting and hazardous materials response internationally for the University of Nevada, Reno, and the US State Department.
Brent has a Bachelor’s of Science Degree in Business Administration and a Master’s Degree in Homeland Security & Defense. He is a 2013 graduate of the Leadership Institute of South Puget Sound, an active member of the Auburn Kiwanis, and has numerous state and nationally recognized certificates and certifications in fire service and leadership topics.

In addition to the Fire Chief / Administrator, administration and management of the VRFA is supported by two Deputy Fire Chiefs and the Chief Financial Officer.  They are aided by the members of the Fire Marshal’s Office, the Training & Safety Division, the Planning and Logistics Division, the Public Education and Information Section, the Information Services Section, and six administrative support personnel.  The fire and EMS personnel are supervised by Battalion Chiefs.  



Kevin Olson is the Deputy Fire Chief of Operations.  He has responsibility for the training, daily emergency response and preparation activities of the Fire Authority. Kevin began his fire service career in 1991 with the Legacy Auburn Fire Department. Kevin has a bachelor’s degree from Eastern Oregon University in Fire Service Administration. When not at work Kevin enjoys spending time with his wife Carla and two son’s Taylor and Cody.







Dave Larberg is the acting Deputy Chief of Technical Services. Dave oversees Support Services, Fire Marshal’s Office, Emergency Management, and Public Information/Education divisions.  Dave began his fire service career in 1984 with King County Fire District #44. He joined the Legacy Auburn Fire Department in 1989.  Along with suppression duties, Dave has worked in several positions during his tenure including the Training Division, Fire Investigation, CPR Instructor, Wellness/Fitness, and Planning and Logistics.  

Dave has a Bachelor of Arts degree in Community Health Education from Central Washington University and an Associate of Arts Degree in Fire Command/Administration from Bellevue Community College. He currently serves on the board for the White River Valley Museum.  Dave is an Auburn native and has worked in the community his entire career.  Outside of work, Dave enjoys numerous recreation activities with his wife Jeannie and daughter Samantha.



Chief Financial Officer Mark Horaski oversees the finance, human resources, information technology, risk management and administrative functions.  Mr. Horaski began employment with the VRFA in 2007.  He has over twenty five years of professional experience including several years of public accounting with a regional CPA firm, and public safety budget and finance oversight at the county level.  He holds a Bachelor’s degree in business and is a licensed Certified Public Accountant in the State of Washington.  Mr. Horaski is an active member and past President of the Auburn Rotary
